2 basic wiring questions, battery related.

1. in the attached photo is this suppose to be connected to the alt where the positive battery connection goes?

2. I'm using this diag

to finish my battery cable install for my ls1 swap. Is #16 neg wire from the new terminal suppose to go to the block or can i run it somewhere else near the starter?

That wire in the photo looks like a ground strap to me.

Definitely no. That is a ground. I don't remember exactly where it attaches but know it does not attach to the alt.
