Power antenna stuck down
You don't want to use WD-40 on your car for anything but loosening rusty bolts. If your antenna is still good, then WD-40 will dissolve the lubricants inside the motor.
Do you hear the motor running and any clicking? If so, you may have broken the nylon strip attached to the antenna.

Just started working again. I normally just use a rag and spray some wd40 on it and when its up just wipe it down to get the gunk off it then it works great till I bring it out of storage again
GM's procedure is to use Mineral Spirits to clean the gunk.
In the past, I've found that a new mast will last a couple of years but once it starts getting gummed up, it has to be wiped down several times a year.
Life has been great since I went to a hidden antenna, but I expect that you really need one sticking up straight in the air if you live in a hilly area.
