Low Note Horn Keeps Going Out
The high note always works.
Both sides of the steering wheel work. The button on the remote works.
How do I go about testing the horn itself, and the plug/wiring?
I assume I'll need a multimeter, but I've never used one.
All my search results are about the entire horn not working - relays, steering wheel button, etc.
I suspect it's the plug and/or wire. Is there a testing walk-through somewhere? I suppose I could switch the plugs on the horn assembly, but one will still be bad.

Or you could take one of your "bad" horns and use two wires to hot wire it to your car battery. If it honks, then you know the horn is good and you have a wiring problem.
For tracing a wiring issue, this one is easy. You'll put your meter on a "DC" electrical setting that will show you a range of 12V. (Multimeters come with instructions.) You'll then probe the two connections and should see 0V until someone presses the horn button. Good wiring will show you either +12 to 14V between the two contacts or - 12 to 14V between the two contacts. (Reverse the wires and the reading will go from positive to negative.)
