Stealth Box stuffed or nothing?

Stuffing the box has the effect of making the box a bit larger. So you'd want to compare the box size w/ what the mfg recommends. A full stuffing would be equivalent of adding 10-15% volume
If you will be adding "stuffing" make sure it is the acoustic filler. Cotton and Fiberglass might look similar but they aren't. +1 to what @JoshHefnerX stated, check the internal volume JL recommends for that speaker. These boxes are really small for subs but luckily most modern subs are designed for smaller enclosures now days.
