Default Can this ground cause a voltage drop?

Good morning all. I am trying to track down a voltage drop from my PCM to my Fuel Pump Relay at the GREEN/WHITE wire. I am only getting approx. 11v to this wire. I noticed this ground wire was exposed, and wanted to see if it warrants being replaced. This is the ground bolted above the AC Compressor Pulley (this is for the V6 3.8L 4th Gen Firebird). This is the ground for both the PCM and the Fuel Pump relay.

If this ground wire is okay to keep ( I am leaning on just cutting and soldering a new wire ), any idea of why I am only getting 11v to the GREEN/WHITE wire going to my fuel pump relay, all other hot connections to my fuel pump relay are getting 12v.

Thanks.

Looks like there is enough corrosion on there to warrant a re-splice to a new lug. Use solder and heat-shrink to help protect it from future corrosion. Don't take chances on grounds, they can result in all sorts of crazy symptoms.
