Relay thing under steering column

Found this after image search figured it was some kind of relay but it seems to be a hazard/turn signal flasher my guess is that they had the fast LED turn signal and wanted to slow

Turn signal flasher since it's up near the middle of the steering column - it belongs in a clip on the right hand side of the column on the back of the knee panel. Hazard flasher if it's down near the base on the left side of the steering column. Both flashers look the same.
