Method 1) This method requires no cutting. First, pry up the dashboard near the blinking LED with a small screwdriver.
Near the LED, you'll see the light sensor. Twist the sensor about 1/4 turn and remove it from the dash.
Detach the sensor connector from the wires. Place a small wire or a 10k resister where the sensor was.
Now they won't be on for staging, only when you want them on. You will still have amber running lights.
Method 2) Take your left side vent out. Take the two screws holding your light switch out.
Find the orange/redish wire going to G, cut the wire about 2 inchs from switch. In case you would like to put it back.
Addition:
I tried Method 2 but had to do this on a 1999 T/A.
Remove "pop-off" upper dash around instrument cluster.
Remove the light switch by pushing in the clip on the driver's side, then, gently pry the passenger side of the switch at the indentations.
Cut same wire as Method 2.
The above methods seem to be the most logical ways to do this but there is another way as well. You can cut wire G at both light sockets. I can only speculate that this would be done at the time of a bulb replacement and this would also expose the cut ends to the elements more than the interior methods.

EDIT: Actually, it looks to me from the wiring schematic that method 2 also disables the automatic headlights. The red wire on terminal G of the headlight switch provides power to the headlight relay inside the DRL module to run the automatic headlights. So, what did you need this for on a Firebird?
