The amp in my 99 Z28 is bad. It is the stock 250 watt monsoon amp. My friend has a stock monsoon 500 watt amp out of his 02 Z28. Can i just swap the two like that or is it more complex than just diconnecting mine and plugging his in?

You can just swap them. They are actually the same part - GM just started publishing the 500W peak rating rather than the 247W RMS rating in later model years.
