sounds like you need a new turn signal switch

take the turn sig bulb out and make sure it has a clean connection. It could be on the verge of shorting out.

its probably not the switch, could be but i would check the bulbs first. mine has the same problem right now, well they stay on and the fronts are out. i replace the bulbs but they went out agian because of the corrosion on the pigtails and also water was getting into my housings. so im going to seal up or replace the housings and get new pig tails and new bulbs and that will fix her up. if i were you i would check your connections to see if theyre clean and replace the bulbs if it still has the problems you might try a new switch.

There is no relay in the turn signal circuit (well, other than the one that turns off the DRLs when you use your turn signals). If you meant to say "flasher" then no, that isn't the problem. A single flasher controls both side turn signals so if one side works then the flasher can't be the source of problems on the other side.

It is remotely possible that the switch (in the steering column) is the problem but extremely unlikely. The switch would normally cause a problem where the turn signal wouldn't come on at all rather than the problem you describe. More than likely you have a corroded socket on the right side as others have suggested. Burned out bulbs and corroded sockets are a common problem that causes one side to stay on rather than flash. It is unusual for the problem to be intermittent but that is still the most likely cause.
