volume goes up and down I'm not gonna say this is happening on a Ford, 
but...
When the volume is manually put at about 60% (or more) on a stock stereo system the systems audible volume fades in and out (goes up and down).
The manually assigned head unit's volume level itself stays static
Its definately a hardware problem and probably time for new HW
