Default turn signal question

just bought my 98 t/a a month ago and was wondering what the blue wire hooked to the turn signal bulb is for because its been cut. i found some weird things, i guess thats what you get with a used vehicle.

There are three wires connected to the front lamps - brown, black, and dark blue. The brown wire powers the running/parking lights. The black wire is ground. The dark blue wire powers the DRLs and turn signals. If that wire is cut you have no front turn signals or daytime running lights. I suspect that the former owner was a fool who didn't like DRLs and thought cutting the wire was a good way to get rid of them (without considering the side effects). I recommend you reconnect the wires.
