Headlight question/problem.

Headlight question/problem. Got a headlight question. I have a 1996 TA and when I turn the know for the headlights to go up, they dont move. They only go up on the second time I turn the ****. They work fine, no motor grinding noise. They go down as soon as I turn the **** back.
Its just wierd that they wont go up the first time you turn the ****. Any possibilities?

No, no, I understand that, im not an idiot. 
Example of what is happening...
1. I turn the know all the way too the right, two clicks to the position where the headlights pop up. Nothing happens. (I think my running lights light up though)
2. I have to turn it all the way back to the left, and then all the way to the right. Then my headlights pop up.

hmm never heard of this problem before, but my driver side headlight every once in awhile will get reversed cause the lift arm by passed the holding ***** lol.
but back to you, maybe a wireing or a voltage problem???
