Alarm Not Setting?!

I just picked up a '98 T/A convertible this past Saturday and when I lock the car with the remote, my alarm doesn't seem to set. My '99 would honk twice and flash the fogs if they were on. The red light on the dash is flashing, but no honks or anything. What could be the problem?

The alarm arming confirmation is programmable, perhaps the previous owner turned them off. The programming instructions for the alarm are in the owner's manual and posted here.
