is a 400 watt amp enough for 2 JL 12w1's?

Is it a 2 channel amp? 4 channel? mono? What's that 400 rating? max, RMS @ Xohms? You need to provide a lot more information to know.

A real 400watt amp should be plenty for a pair of W1's. RMS rating on the W1 is 150watts RMS. 125watts RMS is considered optimum power for the W1. A 2 channel or monoblock amp with a rating of 400watts peak should be plenty of power for them. 400watts RMS power would be overkill but you can always adjust the output gain accordingly.
