Question about Pass Key 3 systems???

Question about Pass Key 3 systems??? I have a question about the passkey 3 system.
They gave me instructions on how to re-learn a new key if the old one is missing completely. It involved turning on the ignition and trying to start the car, then waiting 10 minutes in the on position till the security light goes off. It says to do that three times and then on the fourth start the key will work.
Here is my question:
If I wait the ten minutes and the security light doesn't go of what do I do?
Also, if I have tried the the whole procedure waiting the ten minutes, but the light doesn't go off. Have I hosed it and have to tow the car into the dealership?

If you have a fourth generation f-body then you have Pass Key II (not 3). The Pass Key II system can't be reprogrammed to a different key without replacing the BCM.
