Found the issue. When I pulled all intake bolts out. The intake would sit this high off heads. I guess the decked the block when they rebuilt it. And my heads are milled .030 from before. So I pulled out the metal sleeves of the intake and grinder the ends of the narrower and the sanded the top cornes of the intake down alittle now she sits flush. Bolted it down. Now 90% of the surging is gone. Once in alittle while it will surge 100 rpm or so and clear right up.
