I take off my front bumper to put these grille pieces in and there is this huge foam thing is it ok to take it out or would that be bad for structure

i took my foam thing out a long time ago wo make room for my FMIC. Not a problem

It's fine of you are "ProCharging it".. The foam is actually there for support.. You can still insert your gutter guard..
