Alrighty, well as far as places with them in stock, i cant help. but your info is right. The y3f package was the RS which gave you that kit. The dealership might think you mean the whole front bumper cover (what id call the front clip) so make sure they know you JUST mean the two stick on 'lips' (again, my terminology). haha.
Id also look into aftermarket options really.. i didnt like the factory kit any more than those (the drop is the same)

not sure exactly what to call it, but buying it new is going to cost a rediculous amount.
just buy the right side section you saw on ebay and wait to get the left. and check the for sale section here, lots of people remove the kit and sell the parts, so you may be able to find them there. Or craigslist, or junk/salvage yards.

I sold my pair on ebay for like $300 a little more than a year ago. I've seen some pop up for less, it really depends on how patient you are. I wish I would have made molds of them lol

I just removed my whole Body kit off my 99 Z28. And yes it's the Y2F package which was mainly on 6 cylinders. About 5% of z28's have the package. But I'm about to post my kit for sale, it's NBM and in good condition. And has everything except for the spoiler. Pm me if interested. Thanks

^this guy likes men......
Lol, jk Brian. I acually never was a fan of the package, but with my car I loved it. I have a clean NBM Z28 with chrome Y2K rims and the body kit looked good with it all. But it was never my plans to have the ground effects, so after almost 2 years I finally manned up and removed it. Looks completely different but it's what I wanted.

to the OP, your screen name is dangerously close to mine. ha ha, also, the pricing on those pieces is probably correct. im a gm parts guy and i quoted some of those a couple months back. they were beyond expensive. a front fascia will run you in a 350 to 400 range. if you described what you want to the parts guy, he knows what youre talking about. sticker shock on parts is all too common.

yeah, i just looked up your pieces. your original quote was close to correct. The left side piece runs 796 at GM list. the right side runs 765. not cheap, but thats the way it is.
