What is the best way to strip off old caliper paint?

Take them off the car and use a wire wheel, 3m paint remover wheel, or sandblaster.

If you're just going to repaint them, just scuff sand to knock off edges, then respray. If you are going to take them apart, then a walnut shell blast would be best.

I'd take them all the way down with a wheel brush, no reason to go over old paint that could chip off due to age and ruin your new paint.
