Yea its a common problem, water gets on the inside of the light and wears away at the inside making it appear to be darker. 98.6% sure you have to get a new taillight to fix it. Good luck.

my take...
or option #2....there are alot of folks out there [Lund, etc] who do a pretty nice job on black out tail light covers....Ill see if I can post up a site. Cost runs about 30-35 dollars a piece so expect about $70 for a set. They look good and they let a decent amount of light through.

Also someone told me I should drill a small hole in the very bottom of the tail light so it will drain the water if any gets in there and also dry it all out. Anyone think that would work or just cause more trouble?

If you want to have a glowing red tail light ever again, you will need a new one. I just replaced both of mine with all new bulbs and the difference is night and day. It was bad enough that I had people telling me I had a light out. It wasn't out, it just didn't show through much.
