4th gear slipping

4th gear slipping
Hello all, this is my first time posting on the site.
I have a 98 TA with a 4l60e. tranny was rebuilt about 14 months ago, and has 8700 miles on the rebuild.
the car occasionally slips in 4th when going up hills etc but not all the time.
car shift strong in every gear including 4th, so im trying to rule out 3-4 pak. When the trans isn't acting up 4th locks up just fine.
one thing i've noticed is that my brake pedal 50% of the time will not release my park lock solenoid.
my thoughts are: maybe low brake signal voltage?, a misfire that isn't throwing a SES, low line pressure, or bad shift solenoid?
any opinions would be greatly appreciated.

I have a buddy coming over tonight with a GM scanner and laptop. Crossing fingers there isn't a slip code of any type. If it is the line pressure what would you recommend to raise the pressure?
Also might I add I have a right rear wheel bearing going bad. (possible it could be messing with the traction control?)

Some rebuilds are just not quality rebuilds. Was this a GM replacement, or a local rebuilder, or a performance built unit? I've been through my share of low(er) quality rebuilds that have lasted only a short while and/or never behaved quite like they should.
As for line pressure, several or many of the aftermarket performance builds will raise this a bit, and/or tuning changes can be made for better performance as well, as stated above. However, if you have a stock application with a stock stall and stock tuning, then your trans should shift and function just fine with stock line pressure - just as it did when the car was new.
