Default Can I stop my '99 from kicking down?

Let me explain. (99 Camaro z28, stock 4le60)

If I select 2nd on the shifter, the trans will still use 1st and 2nd and will still kick down.

I'm lead to believe for MY2000 if you selected 2nd, then it would not use 1st and would not kickdown.

If this is correct, how can I get the same behaviour on my 99?

I believe you would have to have it tuned for that.

Full manual 2nd gear is a feature in trucks with tow / haul mode switch. This is in the computer program.

We had a recent thread on this topic.
IIRC, the '98 PCM would start in 1st gear in [D2]; in contrast the '02 PCM will start/stay in 2nd gear; mine certainly does. I am not sure when the change was made; someone thought it was in '99, but perhaps not. Or perhaps in was only in some versions of the '99 PCM as Gearstar implies.
