The only time my car starts out in 2nd is if I have the shifter in 2nd. The reprogramming I know of for 2nd gear start was so you could put the shifter in 2nd and have the car start moving. From my understanding, you couldn't have the shifter in 2nd, and try to get going on the earlier years.
