Car not Downshifting?

Car not Downshifting? Hey guys I have an 01 Z with a yank PT4000, bolt ons, gears etc.
Anyways, the problem is that periodically while driving the car in and around town, that sometimes when coming to a complete stop(Stoplight, sign). The car acts like it isn't downshifting from 3rd to 2nd to 1st.
The reason I say this is because as soon as I begin to take off the car stalls extremely high. It feels like i've got a PT5000
j/k The car won't actually start to pull itself until 2600-2800 rpm, which is nowhere near what it usually stalls at. It only does this 1 or 2 times a week!!
Does the problem lie in the tune or tranny? or someething else?
