Default Shifting too early? Need input!!

My stock 4L60E has 88K on it. I have changed the fluid every 20K and it has never had a lot of debris in the pan. I installed a Yank SS3200 converter at 86K miles. Everything was fine, it performed flawlessly.

Last night I had a local trans guy install a Transgo shift kit. He put in two washers, upped the line pressure 30 psi <1/4 turn>, and installed the whole transgo kit.

The tranny is now short shifting on the 1-2 shift <5200-5500>. It used to shift just about at 6000, now it shifts at 5200 or so ONLY on the 1-2. The 2-3 is fine both on upshift and downshift Also, downshifting at 30mph the trans will shift into first, rev to 4500, then upshift into second. Is something amiss in the valve body/shift kit install, or is it in the tuning?
