nooooooo its not keep rotating it and pushing in should fall in three times and you should barley be ablt to get your pinky inbetween the conv and the pump
was the tanny built...if so the bushing could have gotten mesed up in the pump or the pump could be out of alignment

It could be a tight fit but... that is usually not the reason a converter will not insert fully. If it rotates easily it is not the bushing. You might remove the converter and look for burrs on the hub of the converter and inspect the pump bushing.
Sometimes it is difficult to get a converter seated. Do not hesitate to spin the converter rapidy as you to to seat it, many times that's what it takes. Sometimes I will thread a bolt into a flange bolt hole and use it to spin the converter... spinning it will help you to align it to the pump. Apply pressure while spinning it, also do not let it sag, support it at the pilot hub while spinning it. It can be difficult at times.
As previously stated you cannot fully get your fingers between the pump housing and the converter when it is fully seated... you will not be able to see the converter hub either.

I have found that the PI converter can be a pretty tight fit. I believe that the pump gears and the LU oring are probably holding you up. Per PI's directions that I have seen in their boxes when shipped lately, They suggest that if you are having this problem to stand the trans on it's tail to install the converter. I do not have the directions in front of me but if you would like I could send you a set.

Hmmm, I really hope I don't have to stand it on end.
I don't have enough room to put it on the jack and then slide it under the car, I had to have some help lifting it from the floor under the car onto the jack.
I'll mess with it some more tomorow, if I can't get it on, I guess I'll pull it out from under the car and stand it up; :/
