Default 4L60E shift problems

I have a 1999 camaro with a 4l60e and the problem i'm having is that when it shifts into overdrive it will shift right back out.It does this real fast and keeps doing it. any help

You sure it isn't really converter locking / unlocking,
like load-sensitive misfires will do?

Some times the torque converter dont even lock up.
All the coils plugs & wires have been replaced along with the fuel pump & filter. So I dont think its a missfire.
