Definitely alot of car for 16k, Although given the amount of owners and mileage I would be prepared to work on it... ALOT and spend a decent amount more to get it right. After all that money spent and work performed replacing wear and tear parts you wont have such a screaming deal anymore. You would also get raped on any hope of resale value too. I would also be very nervous hot rodding this thing given the vehicle history.
If you are only an average wrencher it'd probably best to walk away from this IMO. If your'e going to keep it for the long haul and can do the majority of the work yourself it might be worth looking into. I think for your average person they would come out better buying a higher quality and lower mileage V.

I think if you are looking mod it then it isnt a bad buy, even at its new higher price. Many of the wear items you will replace anyway and I know my V1 lasted till 130K-ish with no real issue.
The number of owners isnt a big deal since many of these cars were leases. See where the accident was and drive it.
