I am excited about the 5.3's as well, I just struck a deal to pick up a 5.3 complete motor. I think to get 400hp out of the stock short block, you will need to go to the higher end of the cam spectrum like 230+ duration .580 lift, with new valve springs, ported heads like was mentioned and try the nice Victor Jr. intake kit with the msd ignition box, $670 on summitracing.com http://www.summitracing.com/parts/EDL-2908/
Here is a vid off some guys testing the GMPP LS327 with a mild performance cam, which makes about 340hp on engine dyno, so I think you have to go more radical with cam and heads to reach 400hp

$550 for a running FI engine with ECM and harness is pretty good.
I paid about $2K for my 2002 5.3 with ECM-harness and tranny. Then add $$ for the harness redo, ecm flash, mounts, pan, coated headers, Cam and such.
The 5.3 heads are better than some of the 6.0 heads and the slight dish in the piston is good for quench.

Hi this is also my first time lol, anyway I have a 03 1/2 ton with a 5.3 it has a magnuson twin screw, it dynoed 454 at the crank! It had a monster built 4L60e with 3000 stall 373 posi. I tore up the output shaft on the trans. I had Allstate trans build another one with billet parts mainly the output shaft cause it blew apart! 4 days later I blew the input shaft, they told me they thought the dyno wasn't correct cause the first output should have held 650 h/p so built the input with billet and do far so good. It's only blowing 7psi and I want to go to 12psi just not sure if I have to increase fuel or it ok? lol answer to your question you can make 650h/p pretty safe.
