Default what is the torgue for the stock rockers

I loosed the rockers over a year ago to remove stress from the springs, I heard they should by torqued to 22 ft lbs.
is that correct and can it be done without putting the motor top dead center?

AllData shows 22 ft lbs.

Turn the number one piston to top dead center of the compression stroke. In this position both of the cylinder number 1 rocker arms will be off lobe lift.

Tighten exhaust rockers on cylinders 1,2,7 and 8
Tighten intake rockers on cylinders 1,3,4, and 5

Rotate crankshaft 360 degrees

Tighten exhaust rockers on cylinders 3,4,5 and 6
Tighten intake rockers on cylinders 2,6,7 and 8

thats what i did^^. called the TDC method.
