No connection to PCM

No connection to PCM
Finally got all the wiring on a 5.3l swap to where i could start the engine. Tried starting it but had no spark, figured it was the VATS disabling something. So i tried connecting efiLive to download the tune, modify it and reflash pcm. However, I can not connect with efilive to the PCM.
I doubled checked the obd-II port and it seems wired correct. I have continuity between pin 2 on the obd-II port and pin 58 of the blue pcm connector. The ground is good on pin 4&5, as well as power to pin 16.
What else is there to check? I tried connecting efilive using the ls1b pcm type, as i would assume that is what is used on a 2003 5.3l flex fuel engine?

Pin 16 is powered all the time, and when i plug efilive box into it, it powers the box up. All power and grounds seem to be correct. I can turn key on and fuel pump primes, throttle body turns on and opens, the engine mil light turns on....
I have a 2002 pickup with a 5.3 lm7 and a 2002 camaro. If I swapped their pcms into this harness would it hurt anything? They are both drive by cable, and I know they changed the truck harness in 2003. I'm just wondering if my pcm is fried or "bricked", but don't know a way to test and verified.

If it's a red/green connector on the harness then yes. Red/blue harness connector won't plug into red/green pcm without a little modification and the pinouts are different. But it can be done easily.
