Default Oil system/pan question

I need the shorter sump of the Holley pan to clear my crossmember (new LS3 in an 82 Volvo). Looking at the factory pan, there is a fitting of some type -- hex with an orifice in the top of it -- that attaches above the oil filter casting, just inside the oil filter/oil cooler passages. No provision for that on the Holley. Educate me - what is that factory fitting's purpose?

Looks like a pressure relief valve of some sort, may be used for different things on different engines, such as DOD applications. If you have an LS3 and not an L99 or something, you shouldn't need it.

Better picture - occurs to me it might be a relief valve of some sort for a clogged filter perhaps...
