I believe that part is the (not sure of correct term) ' charcoal canister purge selonoid' - end you are showing should go to the purge line on the charcoal canister (if you keep the emissions system hooked up) - other side goes direct into the intake manifold, upon computer control the charcoal canister vapors get fed into the intake for burning.
As my conversion was into a 1979m odel year, in CA I had to have a charcoal canister to pass emissions as a 1999 corvette ls1.

You could plug that end going to the canister, or better yet remove the hose from the intake and plug it there. If you get someone to program the pcm, you could ditch the selonoid also (expect will throw codes if just remove selonoid). Maybe a resistor to replace selonoid so the PCM thinks it is still there without PCM reprogram? Definately cleaner setup without the hose to intake and selonoid there....

For the HVAP system, the PCM will triger the Solenoid to use the vacuum to suck the vapors from the tank, the PCM uses the pressure and fuel level as input as to when it will purge the vapor from the Fuel Tank. If you are not using the inputs from the Fuel tank, then it is pertty much usless anyway.
If your not worried about SMOG..you can flash the code and function out of the PCM. Remove the part and plug the vacuum port.
You can also use a Charcoal Canister on the vent line using the Vacuum port to pull the vapers into the canister. Some have just used some check valve and venting into the air.
Deleting, Venting, using a Canister or leaving the HVAP system will not really hurt your peformance, but it is a good think to take care of the vapor if you park indoors and using anyone of these way will do this.
