The buttons left of the gauge cluster are for the Heads Up Display. If it doesn't have those buttons, it doesn't have the heads up display. $17.5K sounds like a lot for a modified 2000 Vette. But if it's in good condition with low miles, it'd be worth it.
Personally, I think the heads up display is a must. I love it and driving cars without it now just sucks.

so the HUD comes as an option ? I thought it comes with 2001+ ....
cause the '99 has it and the '00 doesnt.
is it hard to install one ? need to remove all dash board or what !!

They only came standard in 2002+ Z06s. They're an option on 99+ coupes/verts. Not an option at all for the 2001 Z06.
You'll need to replace the dash with a HUD dash or cut the dash you have and put the HUD bezel in. That's kind of a pain to get right. Easier to just buy a dash.
2001+ cars all have the HUD connection already in the cluster. But not all 99 and 2000 C5s were HUD ready. There were two different clusters put in. One for HUD and one without the connection. If the 2000 didn't have a HUD, it's unlikely you'd have the HUD connection on the back of the cluster. But you'll have to pull the cluster to see. Clusters are cheap on eBay, so you could get one of those no problem. I recommend the 02+ Z06 cluster if you need to change the cluster because it has a nicer look to it with a checker-flag background and UV lights that really add a nice look to the cluster.
Honestly, it's just cheaper and easier to buy a car with a HUD.

I think you have to ask your self if this is a good deal for you. Its easy to ask a forum and while we can give you what we think it comes down to you making a decision on what you want to buy and own.
Now on my view if this car has less than 40K miles It is worth the money. But you can find high miles C5 ZO6s modded for about $18 to $20K and if you are going to use it as a track car then that's where I would go. You are going to have to change out the rod bolts if you want to spin her any higher than 6500 rpm and there is other than that good luck with your choice.
