Default fuel pump wont stop running

What would cause my fuel pump to stay running in a 2006 LS2 GTO. Fuel Pump relay has ~9 volts. If I turn the switch to acc it will prime like normal but not stop. The relay is not sticking. Motor does not have spark at the plugs. Any thoughts?

9v where ?

If you are 100% sure the relay itself is not at fault, dodgy earths or wiring can sometimes cause strange things to happen.
Do the coils have 12v at the relevant wire ? Is the ecu even going live at key on ?

And what happened prior to these faults appearing ?

9 volts at the trigger wire from the ECM on the relay. Have battery voltage going to ECM when key is in on position and while cranking.
I think it may be from a ground issue I had possibly frying the ECM.
