Default power windows help

My power windows on my 99TA are not going all the way up, U have to help it up. Is it the motor or the regulator ? How much of a bitch is it to change them?

Sounds like what mine did when the motor went bad. Here's a helpful link on how to replace the motors:

The job wasn't bad, IMO. Nothing is actually hard about doing it, each step is pretty straight forward and easy to do. It takes me longer to change plugs than to do a window motor.
