My 1999 z28 , 1le , hugger orange , Scott Settlemire signed the inner fender of the car , does it mean anything ?

It's a neat talking point. It may be worth something many, many years from now when these vehicles become worth something financially speaking -- and likely only if the car is absolutely perfect and stock.

It's pretty much just a talking point in most cases, though.
