Why would you want to take those out? That bar is the only thing that keeps another car from hitting people inside if someone t-bones you, plus they are what provide the support for the doors.
Highly recommend leaving those intact. The minor weight savings isn't worth the great increase in risk of injury/death.

Your question is how to remove the crank handle?
Haven't taken one off lately, but window crank handles usually have a little horseshoe shaped clip that makes installation a snap.
You can make a tool out of coat hanger. Shape the end of it into a little hook. You can fish for the clip (opposite side of where the handle is) and pull it out when you grab it. Then the handle will pull off easily.
