no start, some help plz.

no start, some help plz. ok so, car starts after 3-8 key turns.
i have replaced opti, spark plugs. that didnt seem to help out.
same results. did a fuel pressure test on the shrader valve and got no pressure. so i decided to spray some starting fluid. car started right up.
when i tapped my finger in the shrader valve, no fuel squirted out.
and fuel pressure showed 0 psi. can the fuel regulator be the issue or do i need to replace the fuel pump.
i got spark, new opti and spark plugs. icm and coil are new. car turns over but no start. some help on what else i can check before i go any further.
