Default fuel pressure wont hold

I have a 93 trans am lt1, the fuel system uses dual aeromotive 340 pumps with stock lines, stock filter, stock fuel rails, 96lbs injectors and an aeromotive boost proportional fuel pressure regulator. the pumps are wired correct. the cars fuel system worked fine before. now the fuel pressure just wont hold at all. as soon as the pump turns off (after prime pulse) the pressure drops to zero. I have replaced the pumps and inspected the FPR.

from what I know if the FPR was bad i would see fuel in the vacuum line. I turned the pump on and used a one man break bleeder to simulate intake vacuum and the line was free of any fuel so I dont think the FPR is bad.

also checked my injetors and they look good with no leaks at all. checked all the lines and they are leak free too.

what could this be?
