What is this thing on the t-stat?

What is this thing on the t-stat? Just installed a new radiator so I figured I'd replace the t-stat and the radiator cap as well. When I opened the box the t-stat was in I heard a no use when I shook the box. I noticed the t-stat had a metal piece on the top that I'd never seem before. Is this normal or did I get a defected one? Here are the photos

It keeps from getting an air lock in the engine after you replace the thermostat.
It's basically a bleed hole. As you fill the radiator up, the air from inside the block is allowed to escape(forced out) letting coolant in. Back in the day guys would drill a small hole in the thermostat.
