My wheel is not peeling, but it has become "matted down" over time.
It's a Sparco model# 375 suede covered aftermarket racing wheel, and YES, I dumped all of the airbag crap. Everyone complains about how "cheap/chintzy/shitty" our interiors are, but the ONLY thing that ever bothered me enough to do something about it was the steering wheel.

GF's Lincoln MkVII LSC with the leather wrapped wheel, has
its rubber core decomposing and it leaks a tar-like substance
out every stitch-hole. Had to double-wrap it with aftermarket
leather covers just to keep the goo in. I think this takes the
prize.

Cut off the old cover at the seam or stitch, use the old cover as a pattern. Cut a new cover from leather or material of your choice, restitch it with a curved needle and nylon thread.
Cost: $10 including material, thread, and needle.
Time: 2 hours.
Just did mine after Completely reupholstering the entire interior, including door panels and dash.
Looks sweet and now my wheel actually matches the new leather.
PS: My wheel had leather coming off in chunks.
