Are the locks in an F-body vacuum operated?

No, they are small electric solenoids.

I got a replacement for my driver's side on Ebay for $25 shipped. It wasn't OEM, but it does the job.

Vacuum operated locks haven't been around for awhile, unless you're talking about Mercedes. I think vacuum operated locks went out with the 60's.
