Purge solenoid, probably need to replace it before running the car...but honestly I'm not sure what will happen if it is off, someone else may have to chime in on that.

Yes.. it is the purge Valve/Solenoid..

Not much will happen as long as the line to the tank is open... With the hose connected to the valve.. the solenoid will close the valve and seal the tank from vapor escaping.. the PCM will activate the solenoid and allow manifold vacuum to purge the tank of the vapor..

right now.. all of the vapor from the tank are just escaping into the air... the hose is just acting as a vent.. but you should replace it..maybe just get one from the local junk yards for a few $$'s.. if you have the time, someone might sell you there if they are not using it..

search the online stores.. and you will find it under purge valve..

here..
http://www.partsamerica.com/ProductD...pe=760&PTSet=A

Select the link to see all vehicles that fits... it is used on many GM vehicles of the same years.
But for $24.00 or so.. you can also buy one...

good hunting in the yards..
