would a loose crank pulley cause a oil leak?

If it's loose enough to wobble it will beat up the seal
eventually, and meanwhile make the seal "float" letting
more oil by.

when i took the old pulley off, it was loaded with oil. u guys think the seal on the timin chain cover is shot.

Yep, pretty common. I recommend replacing the timing cover seal EVERY time you pull the crank pulley off. I learned this the hard way just the other day. Finished up changing cams and didn't replace the seal. 1 week later my car was pouring oil from there. They're about 12 bucks at a dealer.
