Flames from exhaust
I'm running pacesetter lts no cats into a tsp y pipe to a dynomax bullet muffler dumped before rearend. If I'm on it then let off mostly downhill my brother very frequently sees fire ***** shooting out from other the car. Visable at night personally I think it's pretty cool but is this a problem or just cause my set up?

I seem to remember that when I used to have exhaust leaks around the header flange or collector this would happen. That raw fuel being dumped on decelleration needs O2 to ignite. At the time I was untuned. Backfires look cool, but you may want to fix that.

If you do still have the air system, the diverter valve may not be working.
You don't have cats, this often leads to some backfiring.
If it isn't happening frequently, I wouldn't worry about it. It is normal for a high performance engine to backfire when you are on the throttle then lift off. My stock car backfires while decelerating and still cold, but that's because the fuel trim is rich.
