Default 2002 c5 z06 cannot get it to crank

HISTORY: removed engine from the top for studs/serts/gaskets reinstalled from top.

Removed rear end / tube for slave cylinder and speed bleeder, re installed.

I'm at a loss guys.. Need your help / input here.
Cannot get the Z06 to crank for the life of me..
Battery reads 12.8 just sitting
Starter reads 12.8 just sitting
Has all 3 powers connected to the starter Nut and Purple TDR wire connected at the top small nut and then the natural ground from the solenoid to the starter (connects to each other)
Driver side has chassis strap grouned to block as well as the little black ground from the harness.
Back of drivers head has the little black ground near the back of firewall grounded..
Passenger side has the big black ground (from the battery and then small black ground at the block connected and tight)
Car has full power but when I go to start I get one loud CLICK from the starter area which can be felt from the shifter shaft.. Just one single click.
When I Voltmeter the purple wire TDR (just sitting) i get no power readings but that's only when cranked it should read right?
Help!

Can you turn the crank manually? When I dropped a valve at startup mine did that. Starter in a bind maybe? Just guessing

Check your starter sound like it seized up.

I bench tested the starter at my house, and got it to spin no problems.. however...

took it to oreilys and they told me it spun, but the arm wouldn't extend.

When you bench tested it, did the starter gear pop into position AND spin?

If yes, it seems to be OK.

It sounds to me like it's not lined up with the teeth on the flex plate.

Forget oreilys. Go take it into one of those "mom and pop" starter / alternator joints, where the old man behind the counters been doing nothing but starters and alternators his whole life... I bet you he will tell you what's wrong in about 2 minutes.

You're getting just one "click" from the starter, that means your issue is there somewhere. Either the starters not getting enough "juice" or it's junk.
