stock 5.3 vortec fuse block wiring

Default stock 5.3 vortec fuse block wiring

If this isnt in the right area forgive me and point me in the right direction. But anyway im trying to use the stock fuse block. But i cant seem to figure out the C7 connector on the back of the fuse block is it a 12v battery source? I cant find the plug or wire anywhere in my pile of wires. Sorry for the noob question but its got me stumped

It doesnt say if the C7 connector is ign or batt power
