Default Fouling spark plugs

So i finished my engine build on my 2000 ls1 finally and now the car doesn't run so great. Car has custom grind cam, prc 2.5 heads, long tubes, tsp true dual dumps, bbk intake, slp maf, bbk throttle body. I also installed a set of 42 lbs injectors. The car has a frost tune only as of now but i will get it dyno tuned asap. The problem i am having is at low rpms weather in park or in drive the car breaks up. I checked the plugs and they were pretty bad. I bought a new set installed and tried again. Started out fine and then started to break up again. Once the cylinder clears out the car runs great in higher rpms. What should i look into for this. It ran like this with the stock injectors also. Any input would be greatly appreciated. Also i do not have cats, egr or air system.

sounds like the car isnt properly tuned for the injectors and its loading up with fuel fouling the plugs. do the plugs smell like gas? if so i would stop driving the car to avoid washing the rings
