If the cat's too low, then it's an install/y pipe fitment issue. Have it fixed, putting a single cat in will choke the car, probably worse than the stock exhaust did.

I cat in the i-pipe would be pointless. It also wouldn't really get hot enough to be beneficial. Take a look at the QTP (don't buy one) and see how the cats are placed. You can also look into buying some smaller cats (Random Tech) has some really small ones that should help your situation.
